According to the developer's official page, it is the latest Windows Operating System that can run Swing Windows is Windows Vista. Giving some similarities between Windows Vista and Windows 8 you could try to run the program in compatibility mode and it should work. It is available for download through the application page of Software Informer.
This version (2.2) worked fine for me on Windows 10.
